Module A: Finalising the Strategy

Purpose
In this module, you will review workshop results to fill in the strategy and identify any gaps.
By the end of Module A, you will have:
- Transferred all the workshop decisions onto the DSB strategy template.
- Identified and addressed any remaining gaps from the previous stages of the DSB process.
- A completed and internally validated strategy document (e.g. using the Excel template or a format of the team’s choosing).
What You’ll Need
- Demand Strategy Template
- All of the completed Strategy Summary Posters (1, 2, 3, and 4) with notes from Workshop 1 and 2.
- If you identified health system barriers, you will need the optional Strategy Summary Poster: Health System Barriers.
- It may also help to refer to the Workshop 2 Table Worksheet: Re-prioritise Barriers, and Table Worksheet: Idea Generation.

Instructions
Step 1: Transfer workshop decisions onto the DSB Strategy Template
- Gather all results from the previous steps in the DSB process, including Initial Insights, Workshop 1, Field Insights, and Workshop 2.
- Review the DSB Strategy Template and assess its completion. If you haven’t already, use the decisions made on the Strategy Summary Posters to add all important components of your strategy:
- Look back at the Strategy Summary Posters 1 (Workshop 1, Module A) and add:
- The validated immunization objective(s) in Columns B and C of the strategy template.
- Priority locations (up to three) in Column E of the template.
- Priority communities (up to five) in Column F of the template. Make sure to align communities with their respective locations.
- Look back at the Strategy Summary Posters 2 (Workshop 1, Module D) and add for each priority community:
- The selected priority barriers (three to five) in Column H of the template.
- For each barrier, note the relevant barrier category in Column I, when the barrier occurs (during, before, after vaccination) in Column J, and whether barriers have a gender component in Column K.
- Look back at the Strategy Summary Posters 3 (Workshop 2, Module C) ****and add for each priority community:
- The selected solutions in Column M of the template.
- For each solution, write down which barrier it addresses in Column N. This column is to indicate if your solution solves any more barriers, in addition to the main barrier it's designed to solve.
- Look back at the Strategy Summary Posters 4 (Workshop 2, Module D) ****and for each solution, add to the template:
- Impact indicators, selecting from the list all the ones that apply in Column P
- Implementers in Column Q
- Timeline in Column R
- Budget in Column S
- Funding sources in Column T
- Look back at the Strategy Summary Posters 1 (Workshop 1, Module A) and add:
- If you had a group in Workshop 2 that focused on health system barriers, repeat the process above, but add all strategy components to the system barrier section of the DSB Strategy Template (at the bottom of the strategy template). For health system barriers, follow the same process as above, except you will only complete the:
- Prioritised health system barriers
- Health system barrier category (Supply and cold chain, data management, healthcare worker availability, governance or policy issue)
- Priority solutions
- Impact indicators
- Implementors
- Timeline
- Budget
- Funding sources
Step 2: Refine your Immunization Demand Strategy
- Identify missing details or unresolved issues in your strategy (e.g. incomplete budget estimates, unclear roles, unrealistic timelines or unidentified funding sources).
- Address these unresolved issues with your core team and fill in gaps in the DSB Strategy Template. If necessary, rewrite or improve any areas of the strategy to ensure clarity and consistency.
- If you notice that multiple groups have addressed the same barrier or problem with similar solutions that could be applied across multiple communities, consider merging them into a cross-cutting section in your strategy.
- Review the Immunization Demand Strategy with your internal team for alignment before disseminating it to decision-makers.
- If needed, consolidate the Immunization Demand Strategy into a format that is most practical and useful for the core team to work with, e.g. a written strategy). The format should allow the core team, decision-makers, and implementers to easily manage implementation planning, resource allocation, and further refinements.
